In 2016’s historic New York Declaration for Refugees and Migrants, all 193 Member States of the United Nations agreed that protecting those who are forced to flee and supporting the countries that shelter them are shared international responsibilities that must be borne more equitably and predictably.
The Declaration gave UNHCR the task of building upon the Comprehensive Refugee Response Framework (CRRF), contained in Annex I of the New York Declaration, to develop a ‘global compact on refugees’.
The global compact on refugees is a unique opportunity to strengthen the international response to large movements of refugees and protracted refugee situations. Its four key objectives are to:
Ease the pressures on host countries;
Enhance refugee self-reliance;
Expand access to third-country solutions;
Support conditions in countries of origin for return in safety and dignity.
UNHCR’s #WithRefugees Campaign is designed to demonstrate global public solidarity with refugees in the lead up to the adoption of the global compact on refugees towards the end of 2018. The Campaign invites individuals to sign the #WithRefugees petition and encourages organisations standing in solidarity with refugees to show their support by joining the #WithRefugees Coalition.
The #WithRefugees Petition asks leaders to ensure every refugee child gets an education; every refugee family has somewhere safe to live; and that every refugee can work or learn new skills to support their families.

In the context of rising global anti-immigrant and anti-refugee sentiments and policies, it is important that we all stay informed and do our best to support an informed, positive and constructive narrative regarding the unprecedented scale of the current international refugee crisis. Many refugee crises, like in Burundi and the Democratic Republic of Congo, receive very little media attention and remain among the most underfunded refugee responses worldwide.
